In writing, we allow $.002 to equal .002¢, even though, scientifically speaking, .002 of 1¢ is much smaller. An easy example is 10¢. $0.10 is the same thing as well, but saying out loud “.10 dollars” is abnormal and would confuse many. Same with .002¢. Because this usually never comes up in conversation on a common basis, we don’t bother to fix the confusion.
The simple problem here is that the caller thought too much into it, because he knows his math.
